(a) improve the wellbeing and health status of residents of Nelson City through innovative methods and systems for delivering primary health care, health education programmes and related activities. (b) develop services that are responsive to different cultures within the community of Nelson city and, in particular, incorporate and implement the principles of Te Tiriti o Waitangi and ensure access to Kaupapa Māori services. (c) develop a model of primary health care delivery which (i) identifies and addresses key issues for residents of Nelson city; (ii) encourages advocacy by and on behalf of those in need within the community (iii) encourages individual responsibility for health and health care; and (iv) provides other such health, or health related services as required by the community.
