1.3 The primary purposes of the Association are: (a) To provide, establish, manage, and control kindergartens and early childhood education or early childhood learning services in the Association area, (b) To represent and promote the interests of the Association and its members, (c) To promote the development of kindergartens and early childhood education or early childhood learning services in New Zealand, and (d) To lobby Government to promote the interests of the Association and/or early childhood education
