To hold the residuary estate of Eleanor Mary Burgess upon Trust to apply the income and at the unfettered discretion of the Trustees the capital of the residuary estate for the development, maintenance and enhancement of any reserves or gardens available for the use of the citizens of the City of Wanganui and neighbouring area of the City. But not to expend any portion of the Estate whether Capital or Income towards the erection of halls or monuments.
